Default Parking light LEDs, am I Retarded?

I got the front fender wells exposed and found the right grey housing. Both sides of the car (driver and passenger) do not turn clockwise as others have said to get the bulb out. I've pulled as hard as I feel comfortable. I tried pliars and scratched the grey housing.

NO, I am not trying to turn the bottom housing. I'm trying to turn the housing that makes the bulb move in the headlight. How in the #*$( do you get the parking lights out?

I obviously need help .
