My guess: It is a quick fill spout for toping off oil. No spinning off a cap and so forth. They have a special bottle that they fill and snap on that fitting to dump in fresh oil. They make similar for cooling systems I believe.

Or it is a part of the dry sump.

I was gonna say one thing but I'll ask Noah and double check.
Oil tank where we check level and add oil.... is located inside the cockpit. (behind where the passenger seat would be)

yep vacumm regulator so the drysump doesn't pull to much vacuum and effect either cylinder oiling or gasket sealing.
