So let me get this straight. He is having them installed but will not have dyno numbers because there is no dyno, which I can also assume he cant dyno

So let me get this straight. He is having them installed but will not have dyno numbers because there is no dyno, which I can also assume he cant dyno tune the car to find out if the car is running properly with the cams?
