Freezing start up. idle RPM question

I don't mind 1300 RPM after starting but when the weather gets very cold the motor races to 2000-ish for a bit....for politicians I guess. What can I easily fiddle

What can I easily fiddle with to get the cold (very) start RPM reasonable? Somewhere there's a cold start fast idle device I guess, but I can't see it. Thanks, Fritz.
