A two step refers to a two step or two stage limiter. It allows you to set the rev limiter to two different levels, depending on whether you are stopped, or you've got your foot on the brake, and then a higher limiter when you get going. It helps with launches, because you can floor the accelerator pedal while on the brake, and have it set to the right level for launching.

Got it on my Civic Si from the Hondata flashpro. I love it. On the Z, I've read that someone had it installed, but was having issues with it destroying their catalytic converters.

Very helpful if you're into dragging. Trying to keep the RPM's at the launch point can be quite a chose, especially with an inconsistent tree.
