It should turn freely and without restriction if the plugs are out of it. I won't venture to guess what your obstruction is, as there are too many possibilities. Bent/broken

I won't venture to guess what your obstruction is, as there are too many possibilities. Bent/broken rod, bent/broken valve, etc. All of it bad news.
