Okay guys I tried to do a little troubleshooting on the pins connecting to the ECM, and have 12 volts going from pin 8 but pin 1 and 13 reading

checking power from ecm connector (help please) P1606
Okay guys I tried to do a little troubleshooting on the pins connecting to the ECM, and have 12 volts going from pin 8 but pin 1 and 13 reading 0 volts. Also check the resistance on pin 11 and read 14.58 ohms, and 0 on pin 24. I am fairly new to these kind of testings I was taking this observations from our earlier post, I'll attach his reply below. Do you think my ECM isn't getting power I do have code p1606 and u1003, any help is appreciated greatly!
