I'd say the answer depends on which is low. If the radiator is all the way at the top, I'd just top off the reservoir to the full cold mark.

I'd say the answer depends on which is low. If the radiator is all the way at the top, I'd just top off the reservoir to the full cold mark. If radiator level is low, then proper coolant should be added to both.
