Take the bleeder screw out and check the seating surface of the screw and the fitting as well. Look for an imperfect seating surface or a metal shaving that is preventing the seat from sealing. There must be something in there or one of the two are bad.

I agree. If the screw is bad, it can be replaced. If the seat is bad, you may be able to get away with the thread sealant.
