Is this mod illegal because running the DRL with the lowbeams will be equivalent to having high beams turned on due to the brightness?

Not in my book. My LEDs face the ground about 10 feet in front of the car. My brights flood the street. I can name a dozen cars where LEDs stay on with lights. My 12 regal GS just to name one. Again if it was illegal cars wouldn't have fog lights ever.
