I'm afraid I can't be much help in this case but I assume braking applies 100% power to the fog light and the driving lights are 50% power. You would have to supply 100% power to the fog light from the parking lights (I have no idea how to do that) and then interrupt that power source (probably with a relay) at a regular interval when you apply the brakes.
