I ended up using a couple of those fused add-a-circuit taps to tap the fuse block. Used the "BOSE AMP" circuit for 12V Constant and "CIGAR LIGHTER" for 12V switched. The "BOSE AMP" circuit was there with a 20A fuse even though I have a base... and I assume "CIGAR LIGHTER" is the power port in the passenger foot well.

Installed!
