You don't have to remove the cover. The cover is hinged so that you can remove the front screws and fold the front part of the cover out of the way. That's how it worked on the '09 I had - check the Owner's Manual or FSM to see if it's still the same for your '13.
You should be able to find replacement fasteners (although I haven't looked). If you can't find them at an auto parts store, try a Nissan dealer. Those are "high wear" items and will need to be replaced every now and then.
