Polish hood before fixing rock chips?

Thanks in advance, and any other advice would help here. I never cared about rock chips until this car, and it's white.
It won't be 100% perfect, but have you tried just using touch up paint or Dr.Colorchip? If they are going to wetsand, polishing isn't neccessary I don't think. If they put a new coat of clear, I would think they need to "rough up" the existing so it has something to adhear to, not to mention they would have to remove any contaminants.

The hood is alumimun, but stuff that lands on your car isn't...and that's probably what's rusting.
