“Cleaner wax” usually contains a little bit of cleaning agent and maybe even a little bit of abrasives, leading to its name.
So if you already have a perfect finish on your clear coat (bare clear coat, no wax or sealant on it, and surface has been physically and chemically decontaminated aka clay’d and iron particles removed), then the finishing layer of wax should not contain anything other than for protection. I believe that’s what those people were saying.

Looking at the MSDS, the only thing I see that might be a cleaner is the calcined kaolin - no idea what it does but I'm guessing that it's used as a binder for the polymer/silicone sealant. Nothing on the Maguire's web site mentions "cleaning" or "abrasive" in reference to the #21.
