My guess is that the wind kicked up by the wheels blows most of the dust off the stationary caliper and centrifugal force makes the dust stick to the wheels.

My guess is that the wind kicked up by the wheels blows most of the dust off the stationary caliper and centrifugal force makes the dust stick to the wheels. But I'm no Scientist nor do I portray one on TV.
