Define "best". Best handling ones that don't cost a mint would be something like the KW V3s. They don't go as low as others, so if all you want to do is lower the car until the suspension geometry is all messed up, go with one of the cheap Taiwanese coilovers like the two you mentioned. If you just want it to handle better for a street car and aren't as concerned with making the car too low, you'd most likely be best served by a good shock/spring combo like Konis and Swifts.
