Parking brake slight roll before stopping

Is it normal for the parking brake to allow the car to roll an inch or so before stopping the car? I had the dealer tighten the cable for me

I had the dealer tighten the cable for me since the parking brake didn't stop the car at all when I got it, but the little inch roll then immediately stop is kind of weird. Maybe the pads aren't sitting correctly?
