Help Please! Tunnel Stay Bolts

I broke one of these off using a torque wrench. The shop manual said 24 ftlbs but it broke before that. I should have known it was going to break,

I broke one of these off using a torque wrench. The shop manual said 24 ftlbs but it broke before that. I should have known it was going to break, too many turns after it became snug.
