The soft pedal is probably air in the lines as others have suggested. But it could be worn or loose linkage. The stutter may be uneven deposits on the rotors.

The soft pedal is probably air in the lines as others have suggested. But it could be worn or loose linkage.
The stutter may be uneven deposits on the rotors. Bedding will usually fix that.
