paint right on to a rusty rotor, please help

ive tried engine enamel primer prior to the enamel and it chipped... where as no primer worked better.
no need to get anything fancier than that. hell... i'd say cheap *** krylon would probably do the trick, but might as well pony up for a higher heat enamel.
