It would help regardless. As they stated above the area in the wheel wells is a high pressure area which means a speed air gets trapped in there and acts like a parachute so to speak and cause some lift as there is no good place for the air to escape. The vent alone will not reduce this pressure unless the wheel well line is removed or an opening made for the air to escape through the vents.

Edit: I guess I should have said it increase aerodynamics and aids in downforce to be more precise with my statement.
