The fluttery sound on that Supra is not the WG, is air rushing back and hitting the compressor wheel after the BOV closes. Wastegates don't really make a sound when they open, it's just a valve to bypass exhaust gasses from reaching the turbine once desired boost pressure is reached. If the WG are routed back into the exhaust most of the time you can't even tell when they open. Different story if they are open dumps.
