Z1 wheel spacers smaller dia then wheel?

So just got my z1 spacers and kind of surprised the overall diameter is smaller than the stock sport wheels. Is this right? Are the h&r a bigger diameter to

So just got my z1 spacers and kind of surprised the overall diameter is smaller than the stock sport wheels. Is this right? Are the h&r a bigger diameter to fit better? Seems odd to not be at least as big as the oem wheel.
