Widest tire size to put on base 18" rims with spacers ? What size?

The base wheels are 8's & 9's....the overall width (lip to lip) are 9 & 10". section on a 275/40 is 10.9";almost 2"wider than the bead & 1" wider the

A wider tire will fit the wheel,but will be pinched.
