Now I've heard using an offset is not ideal for winter, if you were going to go with just 1 tire size which would you use for all 4 tires?

It depends how much snow you see up there. The car will track better through snow with tires all the same size, however if you are driving on mostly plowed roads and the pavement is dry more often than not then staggered is good. A minus 1 sizing can also be useful if you drive in unplowed snow.
