I've always powdercoated wheels and they've always been fine. Companies paint wheels because it's cheaper. Industries use powdercoating as a protect-ant, so I would think it wouldn't make sense that it would weaken it, all you're doing is shooting the object with little "plastic" beads while your run electric current through the object, then heating it in an oven so the beads melt and cure onto the item.
