A 1 megapixel photo is about 1200x900 pixels, depending on the camera's ratio, so if you stretch that to a poster its going to look terrible...but it's all relative. Assuming the photos were taken with 10-40 megapixel modern camera you should have no issues making them poster sized without too much filler if any. If your photo's raw size is very small then you'd need to add pixels, which there is software to do, although IMO that isn't really ideal.
