Those are LED eagle eyes that can be had on eBay for a couple dollars. I use them for my fog lights and they usually last for about 1 year before needing to be swapped with new ones.

When I did mine I thought about black housings but ended up going with color matched instead. I think it gives more of a factory look before the new nismo headlights came out. I didn't do any fancy...
