You can buy whats called a bumper repair kit.....

You can buy whats called a bumper repair kit.. comes with a little piece of mesh and some epoxy. I've had to use that to basically re-create the tab after ripped thru the hole.. It held up for me...

You can bend up that fender tab, the bumper being plastic will give a little. Also go to your local pepboys or autozone etc and buy a license plate mounting kit...
