This is correct the condenser has a drain tube...

This is correct the condenser has a drain tube that drops the water in the area you have described. Any water in the front near the radiator I would have checked if that was the case. So no worries....

If this is for only concerns of the water...

If this is for only concerns of the water dropping from the expansion tank then it's perfectly normal.
