It's a federal mandate that prohibits on-road cars from eliminating the catalytic converters, and California has a visual test, where other states do not.

This would pertain to any high flow cat...

No can do.. the rear O2 sensors control fuel trims.. :)

EDIT: I should clarify.. secondary fuel trims associated with CELs..
