I believe the shorter bolts are for use with the camber arms. Easiest way to know for sure is remove the eccentrics and compare the lengths.

Yes, you only use 2 of the lockout bolts in your case. Had you replaced the midlink with an adjustable one (SPL makes them), the other two lockout bolts would be used for those.

Just be aware that you'll only use half of the lockout kit. The remaining 2 bolts and 4 little square plates would only be used had you gone to an adjustable mid-link. Since you went with toe bolts...
