That sounds like a standard license with cable, I can do the same things but just not adjust my tune.
I am on the fence also about upgrading as being able to make minor changes might be nice instead...

If you have a cable you can clear codes, I have a standard license and cable and can clear them. I cannot edit anything with my tune but can view/clear codes in cipher.
