It should read close to 13 volts if fully...

It should read close to 13 volts if fully charged. IIRC, 13.2 V for a perfect, 6-cell lead-acid battery. 12 V (maybe less) should let the car turn on.

Edit: If V is low, try using a battery...

If the battery is dead/low then check voltage...

As kenchan said, you don't have a steering lock....

As kenchan said, you don't have a steering lock. Does anything electrical work? If not, I suspect a dead battery. A cheap voltmeter will tell.
