I still can't help but think that the OP isn't...

I still can't help but think that the OP isn't holding the stationary hex head while tightening the nut, thereby not getting full tightening. Just taking a wild guess though.

I'm a little baffled. The front side and back side work in tandem. One can't be loose and the other tight.
I don't mean rear links if that's where our wires are crossing.

I assume when you're torqueing them down that you're putting a wrench on the back side also?
