Checked all the fuses each on both engine bay and driver side. No bad fuse found.

Interesting point. Didn't think OBD2 scanner probably can cause this issue.

I do have generic BT OBD2 sensor plugin all the time used to display Torque App on android tablet but not in use...

I am not sure if starter wiring is the issue as that probably easier to replicate.

This issue only once in a while albeit annoying (and embarrassing as well).
