Wheel locks are not needed, however it is nice to have if you're in a bad part of town but even then OEM wheel locks are very common, and are easy to remove...
Offer three is saying his invoice + $500 is what he can do for you They seem on the dot, the most common price I've seen is invoice + $300, not including TTL. There is a thread of all the invoice prices, you should add up all the options you want and add them all together to see if it matches what your dealer invoice is.
