They were able to dismiss 2 of my tickets successfully for a decent fee.

There are forum members who make a living as police officers but not sure they will weigh in on this topic. OP, It's not the quota, it's not because they hate the Z. It is a moot point when it comes to getting caught for a violation. When they see something they act on it. Something you did got his attention to make a move and that is what you need to figure out to fight the ticket. I'd go back to where it happened and re live it and then get someone to fight the ticket for you. Officers are trained to spot approx speed. He tagged you at 59 on a 45 because it is within the margin of error + or - 5 or 10mph for example. You can say you accelerated safely to the limit but did not ecxeed it to argue your case.
