You're SOL, the first payment was to diagnose and recharge. The quote is to remove the bumper and replace the line. The part costs $27 so you can do it yourself and save time/money.
DIY with that you need to do here, along with what part to order: DIY: Repair Damaged AC Lines Because by Aftermarket Intakes PM me with any questions or if anything in the DIY is unclear, looking for feedback.
