Default Cheap Seatbacks or what?

Has anyone noticed that when you push your head back into the headrest, the seatback pushes out towards you around the area of your shoulderblades? I noticed this when I first got the car, and my guess is that it's cheap engineering of the upper seatback allowing the headrest rails/sheaths to move when the headrests are flexed.
