I did a quick search but the reports of the whine are cars that are running at the time. Mine was stood still on the driveway so is this still

I did a quick search but the reports of the whine are cars that are running at the time. Mine was stood still on the driveway so is this still possibly the ECU? It's the first time it has done it in two years!
