No it isn't. A roll out is not a rolling start. Think about it: how do you roll with launch control?
A roll out is the most common method of launching a car, it's also what's used at drag strips. Basically, there is 5-feet of space from your front wheels and the starting line. This 5-feet effectively adds 2MPH to your overall 1/4 trap, as well as shaves time.
