Does "working properly" mean it is supposed to go all the way up once you push the release button? Or, is it supposed to just release the hatch lock and

Does "working properly" mean it is supposed to go all the way up once you push the release button? Or, is it supposed to just release the hatch lock and require you to pull up on the hatch before it raises completely?
