Do those white things expand, after the screw is inserted?

Do you insert the white things first, "from the front of the car", then insert the screws?

There are dimples where the screws go in, but I don't see a way to reach behind there so that the screws can tap into the white cylinders.

The black clips secure the license plate itself (I was incorrect about not needing them). The white anchor is similar to a drywall anchor as you push it through the dimple holes you drilled out (with a 3/8" bit) then when you run the screw down it pushes out the middle flange of the white anchor, engages into the threaded part of what now becomes a "T" and cinches down on the back of the front bumper. I added more photographs to the album for further reference, but two are shown below.
