Why is it that the state/city has money to hire a million cops in every damn county, but not enough money to fix our roads?

I guess the roads are full of potholes here in PA but I wouldn't know as they have been snow covered for weeks now! This whole winter scene has become absolutely unacceptable. I'm just about ready to pack it in and move to Southern Florida.
