Cycling power to any circuit will reduce it's life. Even if not the bulb is not affected, the ballast will be. So turning the lights on and off is not the best option.
The headlight bulbs are always on full-blast and there is a shutter that blocks some of the light when in dim mode. The shutter moves out of the way for brights. There are only so many bright/dim cycles to the bulb but it will probably burn out before the shutter fails.
