I've moved from state to state and the only time I've ever had a problem with getting a title was not from the state but the finance company. They lost the title and it took me 2 months to get the customer service department the get me in contact with the title deparement. Once I got ahold of the title department I got my title by mail in less than a month.

When I went to Japan I had to sell my truck to a dealer (I had 2wk notice). My bank would only sign over the title once they got their balance on the loan. This was don't that night and I got a check for the rest. So the dealer owned my truck out right. They still needed to get the title from my bank but I had no play in that.

So in your situation it could be that the dealer is having troubles or just didn't push getting the titile from the bank the was the "original owner" of the car.

Since he's working with a different state to get the title he is mails papers to them and they are mailing papers back. Even if your friend walked in to submit the title paperwork some states could still take several weeks just to create and mail the title to him. Since you've had buisness with him before with no problems and as long as he is comunicating with you I would give him a little more time. If you are really concerned call the DMV in Alabama or even the dealership to see if they will answer your questions.
