Yes, tinted plate covers are illegal. Yes, you could get a ticket but (though it would be a pain) it wouldn't stick in court. #1 the odds of the person showing up to the hearing is pretty low. #2 How would the person know how fast you were going unless they match it would then get them a ticket #3 They have no implied credibility. I'm actually very surprised you got stopped without the officers clocking you over the speed limit. They don't and frankly shouldn't go off of what someone else said on a traffic violation unless they see it themselves and even then they could only cite you for what they saw not for what the citizen saw.
