Its the usually black area of the rotor.

There is very, very little rust even on my OEM rotors - the fronts are almost rust free and the rears have just a tiny bit. The EBC rotors I'm getting are painted black, so I don't think any rust protection is necessary. Even the surface of the rotors is black - the pads will remove any paint they touch during bedding process but everything else remains painted.

I need to find me some of these!
